Corrupt
and
violently
psychotic
cop
"Whip"
O'Leary
(Don
Stroud)
is
making
a
bid
to
become
the
city's
principal
drug
dealer,
but
first
he
must
eliminate
the
competition.
He
does
so
by
hiring
hit
man
Zack
Ramses
(Scott
Baio),
a
former
green
beret
and
explosives
expert,
to
blow
them
up.
During
one
hit,
Zack
very
nearly
kills
a
young
girl,
Jaime
(Shannon
Bruce),
a
violation
of
his
"no
kids"
rule.
He
rescues
Jaime
and,
pretending
to
be
a
simple
good
samaritan,
allows
her
to
stay
at
his
apartment
until
she
finds
a
place
to
live.
But
when
O'Leary
discovers
Jaime
has
a
videotape
that
could
incriminate
him,
he
sends
his
crew
of
crooked
cops
after
her.
At
home
in
his
artist's
studio,
Zack
is
developing
an
affection
for
young
Jaime,
despite
his
cold
exterior.
Jaime,
too,
is
warming
up
to
Zack,
until
she
discovers
his
true
profession.
She
flees
his
apartment,
only
to
be
spotted
by
O'Leary's
men.
Though
Jaime
escapes,
O'Leary
shakes
down
Zack's
agent,
Gail
(Charlene
Tilton)
for
the
hit
man's
whereabouts,
then
captures
both
Gale
and
Jaime
in
order
to
draw
out
Zack
and
the
videotape.
Zack
meets
O'Leary,
offering
to
exchange
the
girls
for
the
tape;
O'Leary,
of
course,
would
rather
have
both.
A
firefight
ensues,
during
which
Gail
and
Jaime
escape
and
all
but
Zack
and
O'Leary
are
killed.
Zack
then
reveals
that
he
has
wired
himself
with
explosives,
and
for
the
coup
de
grace
blows
them
both
to
kingdom
come
